2026 Hall of Fame Inductees

Vince Leedy

Vince began officiating high school basketball in 1969. His last season was 2011. Vince was fortunate to be able to officiate men's and women's at the high school and collegiate level. He officiated state tournaments in Oregon and Idaho.

Vince was Malheur county's representative to Oregon School Activities Association (OSAA) board for several years. Vince also served as the Director for the Idaho District III officials association for several years.

Vince officiated for the love of the game and always had the best seat in the gym. He is grateful for his time on the court and forever relationship with fellow officials.

Randy Powell

Randy officiated high school basketball for 35 years, all within Idaho District III. 35 years with nothing but praise. Amazing officials and great leadership!

Randy officiated at the Idaho state tournament for 14 years. His most memorable game was officiating the 1A championship game, which went into triple overtime between Soda Springs and Dietrich. It was the third time they had met that season. Acey Shaw’s performance became part of Dietrich’s story. Incredible and very humbling!

Mike Nancolas

Mike began his high school officiating career in 1979, quickly distinguishing himself and advancing to the collegiate level. He officiated numerous Idaho state and championship tournaments, earning a reputation for professionalism, consistency, and excellent game management. In 1992, Mike was selected as Supervisor of Officials for the NAIA Division II National Tournament, serving through 1999 and overseeing the assignment and evaluation of officials. In addition to basketball, he officiated high school football for 10 years and high school baseball for nearly a decade.

Scott Birch

Scott is the 2026 "Friend of the Game" inductee into the Hall of Fame.

Scott is an Idaho native and served as an Army Military Policeman and Idaho State Police trooper. Scott's children were involved in many sports, and Scott became a soccer official for a brief time. It was that experience as well as witnessing first hand the verbal abuse basketball officials took at his daughter's basketball games that ultimately led to Scott's role supporting and protecting basketball officials as head of security at the Idaho Center for many Idaho State Basketball Tournaments, where he built great relationships with many officials who worked those tournaments.
